物価高騰に伴う子育て世帯への経済的支援および乳幼児の処遇向上に関する陳情活動および署名へのご協力のお願い
日頃より、園の運営にご理解とご協力をいただき、ありがとうございます。
このたび、那覇市内の2つの園長会では、子育て世帯の経済的負担の軽減と、子どもたちのより良い保育環境の充実を目指し、那覇市長および那覇市議会へ陳情を行います。
今回の陳情では、次の3点を要望しています。
3歳未満児の保育料無償化：物価高騰の中、3歳未満児の保護者の家計負担は深刻です。安心して子どもを産み育てられる環境づくりには保育料無償化が重要となります。
給食費無償化：物価高騰が続く中、子どもの健やかな成長を支える「食」の確保は重要となります。全子育て世帯の経済的な安心感を向上させるためにも給食費無償化が必要となります。
発達支援保育配置基準の改定：集団行動が困難な乳幼児や発達上の特性から、きめ細やかな配慮・専門的ケアを必要とする乳幼児への対応には、那覇市配置基準3対1から国基準2対1へ改定し、特別な支援を要する乳幼児の処遇向上を図る必要があります。
これらの実現に向けて、より多くの皆様の声を那覇市へ届けるため、署名活動を行います。陳情の趣旨をご確認いただき、ご賛同いただける方は、ぜひ署名へのご協力をお願いいたします。子どもたちが安心して健やかに成長し、保護者の皆様が安心して子育てできる環境づくりのため、ご理解とご協力をよろしくお願いいたします。

Request for Your Cooperation with the Petition and Signature
Campaign
Economic Support for Families Raising Children and Improvement of
Care and Support for Infants and Young Children in Response to
Rising Prices
Thank you very much for your continued understanding and
cooperation with the operation of our preschool.
The two associations of preschool directors in Naha City will be
submitting a petition to the Mayor of Naha and the Naha City
Council with the aim of reducing the financial burden on families
raising children and improving the childcare environment for
children.
This petition requests the following three measures:
1. Free Childcare Fees for Children Under 3 Years Old
As prices continue to rise, the financial burden on families with
children under three years old has become increasingly serious.
Making childcare fees free is an important measure in creating an
environment where families can feel secure in having and raising
children.
2. Free School Lunch Fees
As rising prices continue, ensuring access to nutritious meals
that support children's healthy growth is increasingly important.
Making school lunch fees free is necessary to provide greater
financial security for all families raising children.
3. Revision of the Staffing Standard for Children Requiring
Developmental Support
Some children have difficulty participating in group activities or
require careful attention and specialized care because of
developmental characteristics.
In order to provide these children with appropriate and
individualized support, we are requesting that the Naha City
staffing standard be revised from the current ratio of 3 children
to 1 staff member to the national standard of 2 children to 1
staff member.
This revision is necessary to improve the quality of care and
support provided to children who require special assistance.
In order to make these requests a reality, we will conduct a
signature campaign so that the voices of as many people as
possible can be conveyed to Naha City.
We kindly ask those who agree with the purpose of this petition to
support the signature campaign.
We sincerely appreciate your understanding and cooperation in
creating an environment where children can grow up safely and
healthily and where parents and guardians can raise their children
with peace of mind.

GUPPY PRESCHOOL PARENTS' ASSOCIATION NEWS
Report on the 3rd Parents' Association Board Meeting
The 3rd Parents' Association Board Meeting was held on September
9, 2026.
We would like to share the following information with you.
1. Guppy T-Shirts
This year, the price of the Guppy T-shirts increased due to the
consumption tax and rising costs.
Original price: ¥1,300
Actual price: ¥1,430
Parent's contribution: ¥800
Parents' Association contribution: ¥630
The Parents' Association is covering the additional cost so that
the children can continue to enjoy activities together.
2. Budget
Due to rising prices and the increase in consumption tax, this
year's budget is changing from the original plan. We will continue
discussing how we can use the budget effectively and provide
better activities for the children.
3. International Day
This year, many children from families with international
backgrounds have joined Guppy Preschool.
We would like to create an opportunity for children to experience
different cultures—not only Japanese culture, but also the
cultures of other countries—with the cooperation of families from
various cultural backgrounds. Children will be able to enjoy
learning about different countries through traditional cultures,
games, songs, and other activities.
We hope this will be a wonderful opportunity for the children to
have fun and interact with one another while learning about
different cultures.

Time: 10:00–11:30 a.m.
Place: Kuina Class Classroom
A notice asking for your participation will be sent out later.
If you have traditional clothing such as national costumes,
yukata, jinbei, happi coats, or other cultural clothing, please
feel free to wear or bring it. Any type of clothing is welcome.
4. Parents' Jobs / "What Do Our Parents Do?"
We are planning an event where children can learn about the jobs
of Guppy Preschool parents.
We hope that children will have fun learning about different kinds
of work and become interested in "what people do" and "jobs."
We are preparing this event through discussions among the Parents'
Association members, with the goal of making it an enjoyable
experience for the children.
Date: Saturday, November 21 (tentative)
Further details will be announced once they are decided.

Let's Experience the Cultures of Different Countries Together!
About International Day
This year, many children from families with international
backgrounds have joined Guppy Preschool.
With the cooperation of families from different cultural
backgrounds, we would like to provide children with an opportunity
to experience various cultures through traditional customs, games,
songs, and other activities.
We hope International Day will be a wonderful opportunity for
children to have fun together while discovering and experiencing
different cultures from around the world.

What to Wear
If you have traditional clothing, a yukata, jinbei, happi coat, or
other cultural clothing, your child is welcome to wear it.

possible!

Traffic Safety Class
ट्राफिक सुरक्षा कक्षा
子どもの命を守るために、交通安全教室をします。
保育園では、子どもたちが交通ルールや交通マナーを学ぶために、交通安全教室を行います。できるだけご一緒にご参加下さい。
勉強すること
・信号（しんごう）の見かた
・横断歩道（おうだんほどう）のわたりかた
・道（みち）を歩くときの約束（やくそく）
・道路（どうろ）へ飛び出さないこと
・車（くるま）に乗（の）るときは、チャイルドシート・シートベルトをつけること
おうちでも おねがいします。
・「止まる・見る・待つ」を子どもと一緒に練習してください。
・横断歩道では右・左・右を見て、安全を確認して渡りましょう。
・駐車場では必ず手をつないで歩きましょう。
・車では必ずチャイルドシート・シートベルトを使いましょう。
子どもは大人のまねをします。
家族みんなで交通ルールを守り、交通事故を防ぎましょう。

To help keep children safe, our preschool will hold a Traffic
Safety Class. Please join us on the day if you can.
Children will learn basic traffic rules and safe behavior through
fun activities.
Topics include:
・Understanding traffic lights
・How to cross at a crosswalk safely
・Safe walking rules
・The danger of running into the road
・The importance of using child safety seats and seat belts
We also ask families to:
・Practice "Stop – Look – Wait" with your
child.
・Look right, left, and right again before crossing.
・Hold your child’s hand in parking lots.
・Always use a child safety seat and seat belt when traveling by
car.
Children learn by watching adults. Let us work together to prevent
traffic accidents and keep every child safe.

－保護者及び地域の方々と保育園のコミニューケーションの活性化を目指して－
個人の尊重と自立支援を柱とした、社会福祉の在り方を見直すための改革が進められ、平成１２年６月に「社会福祉法」が成立しました。
当園でもこのような法改正の趣旨に沿って、保護者及び地域の方々と保育園のコミニュケーションの活性化を目指して、「保育活性化委員会に関する規程」を設け、皆様の要望等に的確に応え、よりよい保育園づくりを進めて参りたいと考えております。お気づきのことがあれば、とんな小さなことでも結構ですので、積極的に保育園に対してご要望下さるようお願いいたします。なお、仕組みは次の通りです。
目的

- 要望等への適切な対応により、保護者及び地域の理解と満足感を高めることを目的とします。
- ２．
- 保護者個人の権利を擁護すると共に、保護者が保育サービスを適切に利用することができるよう支援する事を目的とします。
- ３．
- 納得のいかないことについては、一定のルールに沿った方法で円滑・円満な解決に努めることを目的とします。

保育園に関する要望等を解決するため、グッピー保育園では理事長をその責任者とし、園長のウィンフィールドひろみを受付担当職員と決めました。保育園に関する要望等は担当職員へ、お申し出下さい。

めじろぐみのお部屋に投書箱（のぞむくん、のぞみちゃんの声）と備え付けの紙がありますので、お気軽にご投書ください。児童のおたより帳は、成長の記録ともなりますので、園に対するご要望、ご意見などは、備え付けの用紙にご記入下さい。 - ３．

解決のための第三者委員について
直接保育園に言い難いことや、何度言っても解決しないようなことを解決するため、第三者委員として次の３名の方に依頼しました。第三者委員へ直接、要望等を申し出られるか、または保育園への申し出に際し立ち会いをお願いする等ができます。

- 要望等は所定の用紙（別紙様式①）を使用し、直接保育園の受付担当者に申し出て下さい。
- ２．
- 解決責任者である園長へ直接申し出ることもできます。
- ３．
- 保育園でお願いしている第三者委員へ直接申し出ることもできます。
解決の記録と報告
受け付けた要望等は、受付担当者から解決責任者である園長、関係職員へ回覧し、円滑・円満な解決に努めます。
第三者委員への報告を原則としますが、申出の方で第三者委員への報告を拒否される場合は報告をしませんので、その旨を用紙にご記入下さい。匿名の手紙、電話等による要望等は全て第三者委員へ報告します。
解決の通知
受け付けた要望等は、解決責任者より所定の用紙により、改善されたものの通知書（別紙用紙②）、調査を実施したことの報告書（別紙様式③）または調査を行わない旨の通知書（別紙様式④）もって申出人へ通知します。
解決の公表
個人情報に関するものや申込者が拒否した場合を除いて、要望等の解決について、毎年度終了後に事業報告や掲示において公表し保育園の改善に努めます。
グッピー保育園個人情報保護について
①個人情報の取得と利用
グッピー保育園は、保育園が取り扱う子どもたちおよび保護者の皆さんの個人情報の重要性を認識し、個人情報保護に関する法令および厚生労働省のガイドラインを遵守し、以下の方針に基づき、個人情報の保護に努めます。
②個人情報の第三者提供
グッピー保育園は、個人情報の取得にあたり、利用自的および利用方法をあらかじめ通知・公表し、利用目的にしたがって情報の収集・利用・提供を行います。
③個人情報の管理
グッピー保育園では、法令に定められている場合や業務の委託先に提供する場合等のほか、本人ないしは保護者の方の同意を得ることなく、個人情報を第三者に提供しません。
④個人情報の開示等
グッピー保育園は、個人情報の紛失、漏洩、改ざんおよび不正なアクセス、コンピューター・ウィルス感染などのリスクに対して、必要な完全対策および予防措置などを講ずることにより、個人情報の適切な管理を行います。
⑤規程の策定と見直し
グッピー保育園は、個人情報について本人および保護者の方から問い合わせ、開示、訂正、削除、利用停止等の依頼があった場合には、適切に対応します。
⑥組織および体制
グッピー保育園は、個人情報を適切に保護するために規程を策定し、職員に周知徹底を図るとともに、継続的に見直します。
